The 6 compliance traps catching the most agencies in 2026

These are the issues that show up most often in DOI audits of P&C agencies with 5+ producers.

  • Missing the ethics-specific hours. Most states require 3 hours of ethics CE inside the total. Generic CE doesn't count. If a producer takes 24 hours of generic content, they still fail renewal in most states.
  • Counting flood/annuity/LTC training as "CE." These are course requirements, not CE hours. Agencies routinely double-count and find out at renewal.
  • Cross-state producers, single-state CE. If a producer is licensed in multiple states, each state's CE rule applies separately. Reciprocity exists in some states (e.g., NAIC), but it's narrower than most agencies assume.
  • Last-minute renewals during DOI system slowdowns. NIPR/state DOIs go through batch updates near deadlines. CE completed in the final 7 days often doesn't post in time.
  • License lapse risk during reinstatement gap. If a producer misses their renewal, even a 24-hour lapse can require re-application in some states. Agencies lose policies during this gap because carriers freeze appointments.
  • Wrong line of authority. Some producers are licensed in P&C but selling life products. CE has to match the LOA. Agencies routinely buy generic CE bundles that don't satisfy each producer's actual line.
